Council Grant

I. Minimum Council Requirements

1. The council must have submitted the following documents to the Wyoming State Reading Council: a) list of council officers as required by IRA, b) a membership report and c) the council’s program of activities for the year. The council must also have sent at least one representative to the most recent state leadership meeting.

2. The council must submit a financial statement and evidence of need for the grant. Priorities in selection will be based in part upon financial need.

3. The grant money must be used to help sponsor a project that promotes reading and literacy. Priority will be based in part upon the direct involvement this project provides for students. The money can NOT be used for professional expenses (registration fees, travel, etc.) of council members.

4. The council must pay back the grant money if the project generates funds. If the total amount is not earned back, the council must return 50% of the net profits to the Wyoming State Reading Council.

5. Each receiving council must give the Wyoming Reading Council credit in any publicity regarding the sponsored project.

II. Directions for Applying

1. Submit an application on a form furnished by the Wyoming State Reading Council.

2. Return the application to the State President postmarked no later than November 1.

3. Include a current financial statement for the local council with the application.

III. General Conditions

1. The recipient(s) of the grant will be determined by the Wyoming State Reading Council Executive board. Within two (2) weeks after the successful council(s) has been notified, the local president(s) must notify the Wyoming State Reading Council of acceptance or the council will forfeit the grant.

2. The acceptance of a grant implies an obligation on the part of the recipient to a) use the money as described in the application; b) give credit to the Wyoming State Reading Council in all publicity; c) file a final report consisting of an overall evaluation of the project, a final financial account of the project and any printed materials (brochures, etc.) that are used and d) submit any money that is due Wyoming State Reading Council. This report must be submitted within ONE MONTH following the completion date of the project. This final report should be submitted to the State President.

IV. Payment

1. Payment of 70% of the approved funds will be paid by the state treasurer upon notification that the recipient(s) has accepted the grant.

2. The final 30% of the funds will be paid by the State Treasurer upon notification from the State President that the final report has been received.
